The Planning & Zoning Board recommended approval of the PDO and <br />Preliminary Plat/Development Plan at its July 11, 2001 meeting with 18 conditions. <br />• <br />Following the Planning & Zoning Board review and in response to previous council <br />action (Resolution No.01 -102), staff participated in discussions with Anoka County and <br />the applicant with regards to the location of the secondary access. These discussions <br />resulted in the modification of the Development Plan, which is now being presented for <br />approval. <br />DEVELOPMENT PLAN SUMMARY <br />The applicant is requesting approvals to allow for the development of the property with <br />multiple users that will include an 182,760 SuperTarget retail store and 106,584 square <br />feet Kohl's retail store. In addition, the plan provides for construction of two (2) fast food <br />restaurants, one (1) bank, one (1) Gas Station /Convenience Store, and 30,000 square <br />feet (divided between five buildings) of multi -user retail shop area for a total project <br />gross floor area of 330,844 square feet. <br />Design Guidelines <br />As part of the PDO process, Design Guidelines have been established with the intention <br />of strengthening the architectural relationship between the Marketplace Development <br />and the Village area. The goal of these design guidelines is to promote consistent and <br />compatible design of all buildings within this development while allowing for the <br />
