COUNCIL MINUTES JULY 23, 2001 • Council directed staff to schedule a Special Council Meeting August 1, 2001, 5:30 p.m. Mayor Bergeson requested information from the City Attorney be presented relating to the policy issue on the Request for Financial Assistance of Local Athletic Teams. • • Rice Creek Watershed District Meeting — Mayor Bergeson stated the Rice Creek Watershed District is having a meeting Wednesday, July 25, 2001, to consider the request from Ryan and the City relating to the Marketplace Development. He stated he believes the City needs to be represented. He stated he will be present at the meeting and requested another Council Member attend also. He noted the request may be tabled to a future meeting. Community Development Director Grochala advised the hope is that the item is tabled with authorization for administrative action (TWAFAA). Council Member Carlson indicated she will attend the meeting with . .r Bergeson. Planning and Zoning Board Appointment — Mayor Bergeso vacancy and two (2) applicants were interviewed. Council Member Carlson ' . elieves the Council should follow the usual procedure and discuss the appointment at y� e next work session. She agrees the City should move forward and vote with a written ballot. Mayor Bergeson stated he is concerned about not appointing someone until after the next Planning and Zoning Board meeting. He stated the Council should appoint someone before the August 8 meeting. Council Member Carlson stated there are reasons the City has always followed the same procedure for appointments. She stated the Council should not be having televised discussions relating to the appointment. Council Member O'Donnell seconded the motion. Council Member Carlson advised she will abstain from the vote until a discussion is held. 21
