The shoreland ordinance requires a PUD for multifamily development in a shoreland overlay area. Growth Management: The City's growth management policy (Ordinance 01 -03) implements growth policies of the comprehensive plan. It establishes limits on the number of new units to be approved as well on the use of MUSA reserve. The site is within the existing MUSA, so the MUSA reserve limit is not applicable. The 147 units per year have been reached for both 2003 and 2004 (see attached table). This project would exceed the goal for 2004 by 45 %, which exceeds the 20% discretion provided by the policy. PRELIMINARY PLAT/PLANNED UNIT DEVELOPMENT Buildings, Units: The proposal includes four buildings. The two northern buildings have 10 units each. Another has 12 units, and the southern building has 14 units. This totals 46 units. All units are two -story.
