• <br />Marshan Townhomes 2nd Addn. <br />page 5 <br />Building materials include vinyl siding, wood shakes in gable ends, and a stone base. <br />Under the current building and fire code, sprinklers are required for all structures of 8500 <br />sf or greater. This includes garage area. All proposed buildings would need sprinklers. <br />* The minimum open space for an urban PUD is 50 %. A memo from the applicant lists <br />the total site area as 176,362 sf, and the impervious area as 88,181 sf. This is exactly <br />50 %. If the project proceeds, this calculation should be re- checked. The shoreland <br />ordinance sets a maximum of 35% impervious in a shoreland area. <br />The submitted information does not include building heights. It is unlikely that they <br />exceed 36 feet, however. <br />Streets, Access: Access to all buildings would be via private drives off of Aqua <br />Circle. The drives are 24 ft. wide, back of curb to back of curb, with a driving surface <br />width of approximately 22 ft. The Miller's Crossroads project uses these same <br />dimensions for the townhome access drives. The existing Marshan townhomes have <br />wider access drives: 28' with 26' drive surface width. <br />The northernmost access drive would be shared with the existing townhomes on the north <br />side of the site. That drive already exists: it was constructed centered on the property <br />line. A shared driveway agreement is necessary to address this. <br />Utilities, Stormwater Management: The City Engineer's memo is attached. <br />Under PUD requirements, separate public utility services shall be provided to each unit <br />unless exempted by the City Engineer. Where more than one (1) property is served from <br />the same service line, a shut off valve must be located in such a way that each unit's <br />service may be shut off and secured by the City, in addition to the normally supplied shut <br />off at the street. The method of connecting the existing Marshan Townhome units to <br />water has proven problematic and should be improved upon for any new units. <br />The DNR noted in a phone message that water quality may not be adequately addressed • <br />in the stormwater management design. <br />Landscaping: The existing townhomes screen this site from the lake, so <br />screening is not an issue as it might be for lakeshore property. The proposed landscaping <br />is adequate. However, several species should be changed according to the Environmental <br />Specialist's recommendations. <br />ENVIRONMENTAL BOARD <br />The Environmental Board reviewed the application on December 31.d. That board <br />recommended denial of the project because of lack if information on surface water <br />management and the medium density designation. The comments are attached. <br />
