Routing: <br />Date: December 5, 2003 <br />The City of Lino Lakes has received plans providing for the construction of 46 residential units (townhomes). <br />on a 4.05 acre parcel of property located on the northwest corner of the intersection of Lake Drive and Aqua <br />Lane. According to the information provided, this proposed submittal is the last phase of the larger Marshan <br />Lake project (a.k.a. " Marshan Lake Townhomes"). <br />The following documents have been submitted for review: <br />• 1. Narrative for Comprehensive Plan Amendment, prepared by Hokanson Development, Inc., and received <br />by the City of Lino Lakes October 28, 2003. <br />2. Yield Plan - Comprehensive Plan Amendment dated November 19, 2003 from Hokanson Development, <br />Inc. <br />3. Stormwater Pond Calculations, dated October 28, 2003 and November 18, 2003 from Schoell and <br />Madson, Inc. Also included is a grading plan (labeled as Exhibit D), prepared by R. Nelson <br />Engineering, dated September 25, 1995. <br />4. Existing and Proposed Site Plans, provided by Houwan Architects, dated October 28, 2003 and revised <br />November 18, 2003. <br />5. Preliminary Plans (Sheets 1 -11) for Marshan Townhomes 2nd Addition prepared by Schoell and <br />Madson, Inc., dated October 28, 2003, and revised November 19, 2003. These plans include a Certificate <br />of Survey, Existing Conditions, Preliminary Plat, Grading Drainage and Erosion Control Plan, Utility <br />Plan, Tree Preservation Plan, Landscape Details, and additional Detail Sheets. Full size and 1/2 size sets <br />have been provided. <br />• <br />The following comments are provided at this time: <br />1. The plan essentially provides for the construction of 46 townhome units in 4 building units located <br />between Lake Drive and Aqua Circle, and north of Aqua Lane. Access to the units would be from 4 <br />individual driveways extending from Aqua Circle. Utilities (water and sewer) are proposed to be <br />extended from Aqua Circle. No access to Lake Drive or work within the Lake Drive right of way is <br />proposed. Therefore, it is not expected that any construction related permits from Anoka County will be <br />required. However, because the property is adjacent to Lake Drive, review of the Preliminary and Final <br />Plats by Anoka County will be required. <br />
