For drainage of the site, the plan utilizes an existing storm sewer and ponding system to the east of the <br />property. Because the site exceeds 2.5 acres in size, stormwater treatment must be provided in <br />accordance with the most recent version of NPDES requirements. In addition, a review and approval by <br />the Rice Creek Watershed District (RCWD) will be required. The drainage and stormwater detention <br />and treatment system must be provided in accordance with previous comprehensive plans for the larger <br />immediate area, and meet current regulatory requirements. Ponding calculations have been provided and <br />are currently being reviewed. <br />3. Because the site area exceeds one acre, the development also falls under the new rules requiring an <br />NPDES permit. The developer shall be responsible for obtaining this permit. This also includes the <br />submittal of a Storrnwater Pollution Prevention Plan (SWPPP).to the City in accordance with NPDES <br />requirements. Silt fence and erosion control details are provided on the plans and shall be installed <br />accordingly. <br />4. Per the survey and existing conditions plan, several buildings including houses, barns, sheds, and a <br />garage all exist on the site. Demolition, removal, and grading of the site will therefore be required. The <br />Developer will be responsible for the complete removal of all buildings, foundations, underground and <br />above ground items, capping of any existing utility connections and wells, and removal of any <br />underground or septic systems that may exist. All debris and unsuitable material must be removed from <br />the site. Any material imported to the site must be approved by the City Engineer. No soil or <br />geotechnical report has been provided. It is recommended that the existing site soils and groundwater <br />conditions be reviewed and verified prior to construction. Any imported topsoil, fill material, or granular <br />materials for roadway and building foundation (material and source) must be approved by the City <br />Engineer. <br />5. The plans provide building elevations. The lowest floor elevations must meet City of Lino Lakes <br />requirements with regards to separation from adjacent high water elevations and groundwater levels. <br />6. The preliminary plat provides for standard drainage and utility easements (10 feet in width) around the <br />perimeter of the property as required. In addition, standard 5 -foot wide drainage and utility easements <br />must be provided along the interior property lines. <br />7. All utility work shall be performed in accordance with the City of Lino Lakes, City Engineers <br />Association of Minnesota (CEAM) Specifications, and City of Lino Lakes building permit requirements. <br />The plan proposes utilizing existing utility service stubs for each building (6 -inch sanitary sewer and fl- <br />inch water services). An exception is Lot 3, where new stubs must be extended to the building from the <br />existing mains on Aqua Circle. All street restoration must be restored per the requirements of the City of <br />Lino Lakes. All sanitary sewer service pipe shall be SDR 26 or Schedule 40. Safety and traffic control <br />during construction must be provided in accordance with the State of Minnesota Manual of Uniform <br />Traffic Control Devices (MUTCD). <br />8. All utility extensions and streets /driveways proposed are considered private and will not be owned or <br />maintained by the City of Lino Lakes. <br />
