• (12)Relatively small in terms of the number of units in relation to existing Marshan <br />project. It is the last phase of an existing R-4 Development. <br />• <br />• <br />POLICIES AND DISCUSSION <br />SECTION 2. ADMINISTRATION <br />Subd. 1. Administration: Amendments and Rezonings. <br />The Planning and Zoning Board shall consider possible adverse effects of the proposed <br />amendment. Its Judgement shall be based upon, but not limited to, the following factors: <br />1. The proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to, be consistent with the official City <br />Comprehensive Plan. <br />Discussion: The City of Lino Lakes Comprehensive Plan sets forth several policies and <br />objectives that generally apply to residential development within- the City of Lino Lakes. The <br />specific standards and approval criteria set forth in the Lino Lakes Zoning Ordinance, Section 1 <br />— Title /Application/Rules Subd. 1 Title and Application, implement the Comprehensive Plan. The <br />Lino Lakes Zoning Ordinance governs lot size, lot dimensions, yard setbacks, location of <br />driveways, specifications of mandated improvements and all other development standards. <br />Additionally, the Lino Lakes Zoning Ordinance sets forth the procedures for accepting land use <br />applications and the process for decision - making. <br />In relation to specific policies and provisions of the Comprehensive Plan, Marshan is consistent <br />with the following objectives: <br />Natural Environment: the development of this tier of Marshan affirms; due to it's proximity to <br />Marshan Lake and previous tiered density allotment: is responsive to stewardship of the <br />natural environment; excels in environmental design and conservation; and develops <br />sufficient open space, i.e. buffer strips, pedestrian ways to /from Marshan Park. It was <br />found that Marshan first tier complied with State of Minnesota Shoreland requirements that <br />were more restrictive than the Lino Lakes Shoreland Ordinance provisions. Marshan <br />improvements and provisions were taken and adhered to through the city review process by <br />means of approval of it's Wetland Delineation Report, storm -water retention facilities, <br />buffering strips and Shoreland Management guidelines. Through development of storm - <br />water facilities for the entire Marshan site, density allotments, buffering, open space and <br />park dedications, the city previously determined that Marshan would not be environmentally <br />detrimental. <br />The development of the last phase of Marshan will follow the same standards and practices. <br />Growth Management: the last teir of Marshan assures that growth management is <br />accompanied by adequate infrastructure through previous dedication and development of <br />streets, pedestrian ways, park lands, landscaping, and storm drainage /retention facilities. <br />Marshan will contribute to the desire of complementing urban densities adjacent to Lake <br />Drive /135, similar to "The Village" objectives while reducing the potential of dispersed growth <br />Marshan Second <br />Comprehensive Plan Amendment, CUP, PUD and Site Plan Request <br />October 28, 2003 <br />OCT 2 8 2003 <br />4 <br />
