Cities typically request that future <br />developments be shown as part of master planning effort; the development of this phase of <br />Marshan was noted on numerous documents and reports reviewed by the city. <br />Land Use: in December 1998 the city of Lino Lakes adopted Resolution No. 98 -175, a <br />resolution establishing Livable Community Goals; whereas, the City agreed to establish <br />affordable and life -cycle housing goals by allowing multiple family densities of 10 -12 <br />dwellings per acre. The Marshan site plan provides a solution and an infill redevelopment <br />opportunity; the city of Lino Lakes Comprehensive Plan embraces and encourages such <br />infill. Marshan blends in with the existing and surrounding land uses and promotes compact <br />development along a major circulation corridor. Marshan has been designed with <br />consideration to the visual character and the experience of the citizens who will use the <br />street system and adjacent properties. The use of the dwellings, open space, parks, <br />Marshan Lake, pedestrian ways, public facilities, and the layout of the street network will <br />contribute to the character, form, and scale of the city. <br />The Marshan site plan integrates the recently adopted housing variety guidelines to create <br />visual interest as well as create a variety of people /residents to better blend with the greater <br />surroundings. <br />Transportation: due to its proximity to schools, parks and commercial activities, the physical <br />organization . of Marshan supports the framework of transportation alternatives that <br />maximizes access and mobility, while also reducing the dependence of only one means of <br />transportation. Marshan has been designed and the second phase will complement and <br />minimize conflicts between transportation modes. <br />Marshan through it's interconnected street pattem, continues to adhere to the goal of <br />reducing long street lengths of repeating architectural forms and introduce changes in the <br />architectural massing and design elements as well as orientation. The overall street <br />pattems /network (auto, pedestrian, and bicycle) will provide strong conditions between sub - <br />neighborhoods /amenities as well as surrounding neighborhoods and commercial uses. It is <br />compatible with surrounding land uses and meets the needs of the users. <br />The .city of Lino Lakes has previously found that Marshan ensured that adequate streets <br />were built for the movement of people that maintained the integrity of existing streets. <br />Dedications and investments were contributed to ensure that this phase would support the <br />demands of travel. The city determined that Marshan met the level of service standards <br />required for high - density development to occur on this site. <br />Community Facilities: Marshan meets the intent and desires of Lino Lakes comprehensive <br />planning efforts and needs. Grading, drainage and utility plans for Marshan first phase <br />were designed, reviewed and were intended as part of a multi- phased. residential <br />development. Upon review it was previously determined that public and private facilities <br />(streets, sewer and water mains, stubs, storm pond, and et cetera) were in place and /or <br />built as part of Marshan first phase.
