Staff will 46 <br />continue to receive information from them and will con tinue to share it with the council. 47 <br />Community Development Director Grochala added that staff will also be using the 48 <br />information when the city moves into its Comp Plan update in future years. 49 <br /> 50 <br />3. Accessory Buildings – City Planner Lar sen recalled that the council has recently 51 <br />discussed the city’s regulation on accessory building s . Discussion has been in response to 52 <br />an accessory building permit requested in the Spirit Hills neighborhood. The building 53 <br />plan meets city regulations but the council heard so me neighborhood concern that the size 54 <br />of the proposed structure is not appropriate (too large). The matter was brought before 55 <br />the Planning and Zoning Board for review and that group did not opt to recommend any 56 <br />change s to the city’s zoning regulations. A fter reviewing records, staff doesn’t see any 57 <br />problem indicated by accessory building permits issued in the past. The neighborhood in 58 <br />question here does have a covenant in place and that could be pursued as a civil matter by 59 <br />the property owners. Council Member Stoesz confirmed that building s under a certain 60 <br />size (small storage sheds) wouldn’t count toward the total building footage allowed and 61 <br />suggested that needs to be clear in the city’s regulations. 62 <br /> 63 <br />4. Saddle Club Residential Development (Regular Ag enda Item) – City Planner 64 <br />Larsen distributed a rendering of the preliminary plat for the proposed development. She 65 <br />reviewed on a map where roadways would be included and connect within the 66 <br />development and also where trails would be located. The developm ent would be a 67 <br />conservation subdivision that would include incorporating wetl and as much as possible 68 <br />and would include narrower than average streets. She noted that the Environmental 69 <br />Board and Park Board have both reviewed the plans and have offered comm ents but none 70 <br />that would impact moving forward. A public hearing on the project was held before the 71 <br />Planning and Zoning Board; some comments were heard regarding the extension of Fox 72 <br />Road but that extension was always planned as part of future development in the are a. 73 <br />She noted the location of possible cul -de -sacs to deal with traffic. Police Chief Swenson 74 <br />indicated that his department provided official comments for the report. Ms. Larsen then 75 <br />reviewed the lot sizes proposed. 76 <br /> 77 <br />When Council Member Stoes z asked abou t changing the name “Old Birch Street”, Ms. 78 <br />Larsen indicated that the name would indeed be change d to Pheasant Run. Mayor 79 <br />Reinert noted concern that the narrow street may be harder to travel with a vehicle and 80 <br />Community Development Director G rochala e xplained that the city limit s parking to one 81 <br />side on a smaller street. Ms. Larsen added that there will be some area of sidewalk for 82 <br />pedestrian traffic ; staff has been thoughtful in looking for that only where it makes sense . 83 <br />Council Member Roes er asked who would maintain the sidewalk and Mr. G rochala 84 <br />suggested that generally the city maintains especially if it’s linked to the trail system. 85 <br />Public Services Director DeGardner added that there is a n expectation for maintenance 86 <br />when it is a public trail or even connected to a public trail . The future may be having 87 <br />homeowners deal with sidewalks in front of their homes. 88 <br /> 89
