Resolution No. 14 -15, Approving Development Stage Plan/Preliminary Plat 99 <br /> 100 <br />City Planner Larsen indicated the proposed development plans on an overhead. This is a 55 lot 101 <br />residential su bdivision conservation development. The action requested of the council is to approve a 102 <br />rezoning and preliminary plat as well as a development agreement. Staff has applied the city’s 103 <br />regulations to the plans and a public hearing on the proposal has been held before the Planning and 104 <br />Zoning Board. On the overhead she showed the council the project details, including access points, 105 <br />connection points with adjacent lands, trail connections and wetlands . At the access point on Birch 106 <br />Street, there will be roa d improvements, including a turn lane that will improve safety conditions 107 <br />there. The Environmental Board and the Park Board have also reviewed the plans. 108 <br /> 109 <br />Mayor Reinert noted that the sewer access for the area was questioned and ultimately the council s aw 110 <br />the need to have that plan in place as this project moves forward. Director Grochala noted that staff is 111 <br />working with the developer on plans and explaining the benefits of a Fox Road connection (requiring 112 <br />certain land acquisition). There is language in the resolution that preserves the opportunity to have 113 <br />sewer access from Fox Road rather than Birch Street. 114 <br /> 115 <br />Council Member Stoesz noted comments from the advisory boards and asked if there is a need to 116 <br />address those comments at this juncture. Planner Larsen indicated that there were no big concerns 117 <br />noted and she is comfortable that they can be addressed for the final plans. 118 <br /> 119 <br />Council Member Roeser moved to approve the 1 st Reading of Ordinance No. 01 -04 as presented. 120 <br />Council Member Kusterman seconded the motion.
