COUNCIL MINUTES February 10, 2014 <br />DRAFT <br />2 <br /> 46 <br />January 27, 2014 Council Meeting Minutes Approved 47 <br /> 48 <br />Resolution No . 14 -16, Authorizing Issuance of 49 <br />2014 Certificates of Indebtedness Approved 50 <br /> 51 <br />FINANCE DEPARTMENT REPORT 52 <br /> 53 <br />There was no report from the Finance Department. 54 <br /> 55 <br />ADMINISTRATION DEPARTMENT REPORT 56 <br /> 57 <br />There was no report from the Administration Department. 58 <br /> 59 <br />PUBLIC SAFETY DEPARTMENT REPORT 60 <br /> 61 <br />4A) Approve hire of Jacob Swanson as part -time Community Service Officer (CSO) – Police 62 <br />Chief Swenson reviewed the process used to bring forward a recommendation to hire Mr. Swanson as 63 <br />a CSO for the department. The position is currently vacant due to a promotion and it is authorized in 64 <br />the current budget. 65 <br /> 66 <br />Council Member Rafferty moved to approve the hiring of Jacob Swanson as recommended. Council 67 <br />Member Stoesz seconded the motion. Motion carried on a unanimous voice vote. 68 <br /> 69 <br />PUBLIC SERVICES DEPARTMENT REPORT 70 <br /> 71 <br />There was no report from the Public Services Department. 72 <br /> 73 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 74 <br /> 75 <br />6A) Resolution No. 14 -13, Approving Environmental Board Goals for 2014 – Environmental 76 <br />Coordinator Asleson introduced En vironmental Board member Barbara Bor who reviewed the goals. 77 <br /> 78 <br />Council Member Roeser asked for an update on the community gardens. Ms. Bor explained that the 79 <br />garden space was fully utilized last season. They are not proposing an increase but would like to 80 <br />require an escrow in the future to guarantee clean up. 81 <br /> 82 <br />Council Member Kusterman moved to approve Resolution No. 14 -13 as presented. Council Member 83 <br />Roeser seconded the motion. Motion carried on a unanimous voice vote. 84 <br /> 85 <br />6B) Resolution No. 14 -14, Accep ting 2014 Anoka County Recycling and Recycling 86 <br />Enhancement Grants – Environmental Coordinator Asleson reviewed his written report requesting 87 <br />authorization to request grant funding from Anoka County. The funds a re available to cities for solid 88 <br />waste recycl ing programs and there is additional funding available for cities to enhance their recycling 89
