He has a master’s in Public Administration from Drake <br />University and a bachelor’s degree in Business Admini stration and Political Science from Wartburg <br />College. Mr. Unmacht is also a Credentialed Manager with the International City/County <br />Management Association (ICMA) and a community faculty member with Metropolitan State <br />University in Saint Paul , Minnesota. He teaches a course on leading and managing organizational <br />change in the public and non -profit sectors. <br /> <br />Mr. Unmacht’s work with fire departments includes the time when he was city administrator and city <br />manager, and then through multi -level experiences throughout his county career. He is thoroughly <br />knowledgeable about fire service practices in Minnesota and fire department intergovernmental <br />collaborations with municipalities. His consulting work includes facilitation, goal setting, strategic <br />planning, organizational assessments, local government collaborative and activities that enhance and <br />improve the efficiency and effectiveness of local governments. <br /> <br />Nicholas R. “Nick” Dragisich , PE <br />Executive Vice President <br />Mr. Nick Dragisich is team leader fo r Springsted’s Management Consulting <br />Services team. He has over 28 years of management experience , including service <br />as a city administrator and city engineer. He joined Springsted Incorporated as a <br />Management Consultant in 2000 and become the team leade r for Management <br />Consulting Services in 2003. Mr. Dragisich has been directly responsible for or <br />involved in numerous utility expense and cost analysis studies a s well as in the <br />development of Excel ®-based computer models for utilities in Iowa, Kansas, <br />Ma ryland, Minnesota, Missouri, North Carolina , North Dakota, Virginia, Washington and Wisconsin. <br />He holds a master’s degree in business administration , a bachelor’s degree in civil engineering and is a <br />licensed professional engineer in Minnesota and Washin gton. <br /> <br />Patrick Simpson <br />Fire Services Consultant <br />Mr. Patrick Simpson has over 32 years of combination and career fire department <br />experience, including 20 years as a Chief Executive Fire Officer. Chief Simpson <br />has much knowledge of fire ground operatio ns, emergency medical services, <br />hazardous materials, technical rescue, code enforcement, fire investigation, <br />community fire defense planning, personnel management, budgeting and public <br />relations. During his career , he has published many articles on the fi re service. <br />Chief Simpson has taught fire science technology at a college level and chaired the <br />fire science department of Dodge City/Community College for eight years. Chief Simpson is the Past <br />President of Muskegon, Michigan Area Fire Chiefs Associatio n and Kansas Fire Chiefs Association. His <br />department in Kansas was a recipient of the International Award for Fire Service Excellence as presented <br />by the I nternational Association of Fire Chiefs. Chief Simpson also served as a governor’s appointee on <br />the Nebraska State Board of EMS. <br /> <br />Chief Simpson has a Master of Arts degree in Public Administration, with emphasis on municipal <br />administration. In 1989, he graduated the National Fire Academy’s Executive Fire Officer Program. <br />He has been a program manager for over 30 fire department studies including Deerfield Beach, F lorida ; <br />Muskego , Wisconsin ; Upper Providence Township , Pennsylvania ; Pike Township , Indiana ; Aurora , <br />Illinois ; Elgin, I llinois ; Ocean City , New Jersey; Frederick County, Maryland ; Rockbridge C ounty , <br />Virginia . He recently completed studies for Nassau County , Florida and Charleston , West Virginia .
