3. The existing high density zoning classification is logical and harmonious with the <br />land use pattern for the greater area. <br />4. The existing high density zoning classification helps the City achieve the adopted <br />goals and density requirements of the adopted Livable Community Goals of <br />Resolution No. 98 -175, through private development. High density will continue to <br />improve on the variety of housing choices. <br />5. The sites infrastructure, including storm water ponds, is built and constructed to <br />accommodate high density. <br />6. The existing Marshan Lake Condominiums development and subject 4 acre property <br />are both guided for medium density in the comprehensive plan. By rezoning the <br />subject four acre property to medium density and leaving the existing Marshan Lake <br />Condominiums as high density, an inconsistency is created. <br />It is encouraged that the City fully reviews the complexity of the rezone and the errors <br />contained within the comprehensive plan. A visit to the area would clearly demonstrate <br />the sites best and most compatible use is a high density development similar scope and <br />scale to those already built along Lake Drive, i.e. the 36 units existing adjacent to Lake <br />Drive are built on approximately 2.5 acres with a density exceeding 14 dwelling units <br />per acre. These 36 existing units consist of 3 twelve plexes. High- density development <br />on the subject four acre parcel could be accomplished with buildings of fewer units and <br />a density less than the adjacent density. <br />Considering the past and future development in the surrounding area and the <br />regulations imposed by the city of Lino Lakes to encourage smart growth, this site would <br />best be served with a high density zoning classification. The rezone application in itself <br />is in error in that it does not address nor rezones that portion of Marshan Lake <br />Condominiums that is designated as medium density (i.e. existing Marshan). In <br />summation, there exists no inconsistency with the past or current zoning classification of <br />this property.
