Representative from Mn/DOT recently met with your city staff regarding the <br />potential impacts from this development at the interchange at I -35W and Lake Drive. Based on <br />the outcome of this meeting additional information will be needed to determine the full impact of <br />this development. <br />The city stated that the developers are working on a traffic study that will identify current and <br />future needs at the interchange, in addition to interim measures that will mitigate some of the <br />traffic impacts of this development. This is to be sent to Mn/DOT when the development is sent <br />to our agency for plat and/or site plan review. <br />Currently Mn/DOT does not have any improvements planned for this interchange in the 20 -year <br />Transportation System Plan. Mn/DOT is currently initiating an 1 -35 Study, from I-694 to Hinkely <br />Minnesota to determine the 20 -year needs of the study corridor. However, we would recommend <br />that the city by and secure funding as soon as possible for any future interchange improvements. <br />Mn/DOTs policy is to assist local governments in promoting compatibility between land use and <br />highways. Residential uses located adjacent to highways often result in complaints about traffic. <br />noise. Traffic noise from this highway could exceed noise standards established by the <br />Minnesota Pollution Control Agency (MPCA), the U.S. Department of Housing and Urban <br />Development, and the U.S. Department of Transportation. Minnesota Rule 7030.0030 states that <br />municipalities are responsible for taking all reasonable measures to prevent land use activities <br />listed in the MPCA's Noise Area Classification (NAC) where the establishment of the land use <br />would result in violations of established noise standards. <br />Mn/DOT policy regarding development adjacent to existing highways prohibits the expenditure <br />of highway funds for noise mitigation measures in such areas. The project proposer should assess <br />the noise situation and take the action deemed necessary to minimize the impact of any highway <br />noise. Additional traffic scenarios were requested and are being developed, reviewed, and <br />discussed at this time. <br />2 Due to the absence of County, State, and Federal funds for the full reconstruction of the Lake Drive /I -35W <br />interchange, the City has proposed interim improvements to address forecast traffic needs. The City is <br />actively pursuing additional funds for interim and long -term improvements. <br />3 Recognizing the incompatibility between residential development and highways, the site plan has been <br />prepared to include commercial structures adjacent to I -35W and Lake Drive, while the majority of residential <br />units have been centrally located on the site. <br />• <br />
