It would be prudent to plan the improvements in such a way as to avoid reconstruction of any interim improvements made—in other words, maximize the potential of our investments. • The EAW mentions a future "traffic simulation as it relates to the regional transportation system" (EAW pg. 25). The County is very interested in seeing the results of this simulation and we look forward to discussing these with you and Mn/DOT, hopefully prior to Preliminary Plat review. • There is some concern about the impact of this project on traffic farther south on CSAH 23. While it is understood that this is outside of the scope of the EAW, development of this portion of the City will anchor, or set in stone, the potential for alternatives. Before alternatives are eliminated, it would be helpful to discuss the cumulative impact of this, and other, development projects in greater detail with the City. • We encourage early, possibly draft, submittal of any Preliminary Plat and/or site plan of the Legacy at Woods Edge to the County Staff for review. This is an important development for the City and we would like to give it as much attention as needed. Thanks, again, for the opportunity to be involved in this project early in the process. Metro Council 3 4 RESPONSE 3 An initial traffic simulation model was presented to staff from the Anoka County Highway Department and Mn /DOT in early December 2003. Additional traffic scenarios were requested and are being developed, reviewed, and discussed at this time. 4 The preliminary plat for the proposed development was submitted to Anoka County on December 16, 2003.
