No. 12976 -002 <br />Routing: <br />The City of Lino Lakes has received revised documents providing for reconstruction of the existing VFW <br />facility site located at the northeast corner of the intersection of Lois Lane and Lake Drive. This proposed <br />site reconstruction was previously addressed in memorandums dated November 11, 2003, January 8, 2004, <br />and January 15, 2004. The following review is based on the previous memorandums, and the following: <br />1. Revised full -size and 11" x 17" size Preliminary Plan sets (Sheets A1.1, U1, G1, D1), dated January <br />20, 2004, and received by the City of Lino Lakes on January 21, 2004. <br />S2. Copy of a memo from Michael J. Thomas of DSGW Twin Cities dated December 4, 2003 regarding <br />Conditions of Approval. <br />The proposed Plan provides for demolition of the existing building and construction of a new building with <br />improved driveways and parking facilities. The area of the site is approximately 2.25 acres. Comments <br />provided in the previous memorandums remain effective as applicable, and are therefore included as needed <br />within this Memorandum. <br />• <br />General Comments: <br />General comments are as follows: <br />1. The proposed 2.25 acre site development shall be subject to the requirements of NPDES (National <br />Pollution Discharge Elimination System) as most recently adopted by the Minnesota Pollution Control <br />Agency (MPCA) and the City of Lino Lakes. Because the site is less than 2.5 acres, a review and <br />approval of the Rice Creek Watershed District (RCWD) will not be required. A Stormwater Pollution <br />Prevention Plan (SWPPP) must also be provided in accordance with MPCA requirements. The <br />applicant has indicated that he is aware of this requirement and is in the process of preparing a <br />submittal. <br />2. Because the property is adjacent to Lake Drive (County Road 23), the Plan will require the review and <br />approval of Anoka County. The County provided review comments in a letter to the City dated <br />September 22, 2003. Because the Site Plan has been revised since then, it is recommended that the <br />County again review the proposed plans and provide comment.
