At this time, it is not proposed to construct a right turn lane into the property. However, <br />increases in future traffic volumes and safety concerns may warrant such a requirement from the <br />County in the future, and will be the responsibility of the property owner to construct if required <br />by the County. An additional 10 feet of dedication is provided on the plan by the applicant. <br />• Currently, there are three driveways to CSAH 23 from the property. A single access to CSAH 23 <br />opposite 79th Street is proposed, and is acceptable to the County. The Applicant shall be aware, <br />that pending any future improvements to CSAH 23, a raised median or limiting of full access to <br />the driveway may eventually become a possibility. <br />• Sight corner visibilities shall be maintained per City and County requirements. No plantings, <br />berms, business signs, or other features may be installed within the right -of -way, and that any <br />such features installed outside of the right -of -way must not compromise safe visibility. The site <br />Landscape Plan shall consider this issue accordingly. <br />• At the time of the County's review (September 22, 2003), a Grading and Erosion Control Plan had <br />not yet been submitted. The County will require a Grading and Erosion Control Plan for review <br />along with drainage calculations. <br />• A permit from Anoka County will be required for any and all work within the County right -of- <br />way, and a note stating this has been added to the plans. Provisions for restoration, traffic control, <br />and safety as required by the County shall be incorporated into the Plans. <br />3. The proposed reconstruction is intended to occur simultaneously with the maintaining of operation of <br />the existing facility. The Applicant must provide a work plan that provides for the construction and <br />existing operation, including provisions for access, parking, construction limits, and keeping the <br />existing building in service while the new building is constructed. <br />4. Existing well and septic locations on adjoining properties have been confirmed according to the <br />applicant. The applicant states that minimum separation distances for the wells and septic systems <br />from the proposed storm water ponds is attained for the plans as proposed. The separation distance <br />shall be provided in accordance with the requirements of the Minnesota Department of Health. <br />Site Plan (Sheet A1.1): <br />The following comments regarding the Site Plan are offered as follows: <br />1. The single access point from Lake Drive has been lined up directly across from 79th Street as required <br />in previous comments, and is now acceptable. <br />
