• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />AGENDA ITEM 7B(i) <br />Michael Grochala <br />March 22, 2004 <br />2nd Reading, Ordinance No. 04 -04 - Rezoning <br />to Planned Unit Development; Legacy at <br />Woods Edge <br />ACTION REQUIRED: Simple Majority <br />BACKGROUND <br />In 1998 the City of Lino Lakes, following award of a Metropolitan Council Livable <br />Communities Planning Grant, retained the services of the Calthorpe Associates to <br />design a Master Plan for the City's Town Center District. The purpose of the Lino Lakes <br />"Town Center" development is to provide for the orderly and integrated development of <br />a high - quality Town Center which includes a mix of shops, offices, entertainment, <br />housing, recreation, community facilities, and open space. The mix of uses is designed <br />to implement the principles of the Livable Communities Act and the City's <br />Comprehensive Plan by creating a Town Center for the community and providing more <br />diverse, life -cycle housing — including affordable and rental housing— within an active <br />and interesting pedestrian- oriented community. The development is a cooperative effort <br />that will leverage public and private investment to create sustainable value, ecologically, <br />economically and culturally. <br />The City has concentrated its efforts to implement this plan on the land located adjacent <br />to the Civic Complex, of which, approximately 6.7 acres has been reserved for the <br />Chain of Lakes YMCA. <br />The Hartford Group, Inc., based in Eden Prairie, Minnesota is requesting approvals to <br />allow for the development of the property consistent with the Calthorpe Master Plan and <br />Town Center Design Standards. In total, the Legacy at Woods Edge project is proposed <br />to allow up to 348,000 square feet of office, retail, and service uses. In addition, <br />approximately 450 multi - family residential units are proposed for the development. The <br />residential units provide a variety of housing options and include townhomes, work force <br />or income - qualifying rental housing, senior housing and for -sale condominiums. <br />The Hartford Group has obtained purchase agreements with both the City owned land <br />as well as the northern 29 acres of the site, which is privately owned. <br />• The City Council approved the 1st Reading of Ordinance 04 -04 and Resolution No. 04- <br />33, approving the Development Stage Plan /Preliminary Plat on March 8, 2004. <br />
