City Council <br />Legacy at Woods Edge <br />March 22, 2004 <br />• <br />PROJECT LOCATION <br />The 48.84 acre property is located in the southeast quadrant of the Interstate 35 /Lake <br />Drive Intersection. It is bounded on the west by Lake Drive, on the north by I -35W, on <br />the east by Rice Creek Regional Park, and on the south by the Civic Complex and the <br />Marshan Lane residential area. The Civic Complex, an additional 10.01 acres, is <br />included in the plat. <br />PROJECT SUMMARY <br />Project Data: <br />Total Site Area: 42.05 acres (58.82 including Civic Complex & YMCA) <br />Upland Area: 34.55 acres <br />Number of residential units: 450 <br />Commercial sq. ft. 348,492 sq. ft. <br />Net Residential Density: 13.02 units per acre <br />Environmental Assessment Worksheet (EAW) <br />Minnesota Rules Chapter 4410.4300, subpart 32 requires the preparation of an EAW for <br />mixed residential and industrial - commercial projects of this size for 3rd or 4th class cities. <br />Subsequently an EAW was prepared. A determination of No Significant Impact was <br />made by the City Council on February 9, 2004. <br />Existing Land Uses <br />The southerly end of the site is developed with the Lino Lakes City Hall complex that <br />includes the City Hall offices, police station, and an early childhood learning center. <br />Two existing businesses are located along the west side of the site. The Lino Lakes <br />State Bank and Fairview Clinic have frontage along Lake Drive (CSAH 23), but receive <br />access on Village Drive, which is a backage road connected to Town Center Parkway. <br />The northern portion of the site is currently occupied by Arctic Sandblasting Company <br />and one single - family residence and is bound by I -35W on the north, the Rice Creek <br />Chain of Lakes Regional Park on the east and CSAH 23 on the west. This privately held <br />business has been in operation since 1975. The commercial business consists of <br />several structures, service roads, and includes a large semi - tractor trailer storage area. <br />Access to the business is along a service road that intersects with Lake Drive north of <br />Fairview Clinic near the I -35W access ramp. Both the business and existing single - <br />family residence will be removed as part of the development project. <br />• <br />
