The church building pad is not within the floodplain and is at an elevation of <br />896. <br />Parks and Trails: The EAW raised the possibility of trail connections to the park <br />reserve. However, the land there is primarily wetland and the County has no plan for <br />trails through it. <br />Building: The proposed church is a two -story structure. The first floor footprint <br />would include 57,463 sf. The second floor has 26, 894 sf, for a total of 84, 357 sf. The <br />worship area includes seats on both the first and second levels, for a total of 2100. The <br />building also includes six classrooms and seven childcare rooms. <br />The Eagle Brook Church intended the CUP application to allow for a 700 -seat expansion <br />for a total of 2800 seats in the worship are. Due to potential traffic issues, this expansion <br />should be subject to an amendment of the CUP. The amendment process will re- examine <br />traffic impacts as well the adequacy of the wastewater treatment system. <br />The exterior of the building includes a variety of colors, materials, and finishes. The <br />tallest walls are buff colored, precast concrete panels with a sandblasted finish. Areas of <br />the lower walls also are precast concrete panels with a sandblasted, of a reddish color. <br />Lighter color stone makes up most of the rest of the larger wall area material. The <br />southeast corner of the larger portion of the building includes a glass curtain wall. <br />Fire suppression sprinklers will be required. This need will be filled with an underground <br />storage tank of 30,000 gallons of water. Such onsite storage and pump systems must <br />meet state fire and building code requirements. <br />Building Height: The maximum building height in the Rural zone is 35', though <br />church spires may go up to 60'. Building heights in excess of these may be allowed <br />through a conditional use permit if they meet specific conditions. These are described <br />below under the conditional use permit heading. <br />The height of the top of the exterior walls is 50'. A tower, or spire, is 60'. The CUP <br />application includes the request for the 50' building height. <br />Lighting: City requirements allow no more than 0.4 foot candles at the residential <br />property line and no more than 1.0 at street right of way lines. All exterior fixtures must <br />be 90 degree cutoff fixtures. The photometric plan dated 10/14/03 and the fixture cut <br />sheets meet these requirements. <br />The primary purpose of the lighting restrictions is to minimize affecting the ability to <br />enjoy the night sky. The EAW review raised the issue of the large parking lot being lit at <br />night. If the project proceeds, the City should attach requirements that the parking <br />lighting is turned off after events. <br />For safety reasons, typical street lights should be installed at the driveway access points. <br />These fixtures would be the same as those installed at street intersections. <br />Resolution 04 -17, page 9 <br />
