Eagle Brook Church <br />page 10 <br />Signage: The church wants two monument signs, one at each entrance. They plan <br />to illuminate both. Signage is governed by the City's sign ordinance, which clearly <br />prohibits illuminated signs in a Rural zoning district. The ordinance states: <br />Illuminated signs are permitted only in limited and general business, shopping center, <br />central business and light and general [industrial] districts. <br />Section IV. G., Ordinance No. 12 -97 <br />Permits are required for all signs. All signs will be reviewed upon submittal of sign <br />permit applications. <br />Landscaping, Tree Preservation, Screening: It is impossible to completely screen <br />such a large property. However, the church has increased screening in specific areas <br />compared to the initial submittal. The landscaping plan includes a variety of trees along <br />property lines and within the site. The majority of the site will be planted with native <br />grasses. Areas adjacent to the building will be sod. Rain gardens (infiltration areas) are <br />distributed around the and within the parking lot, and will be planted with appropriate <br />wetland -type seeding. <br />Almost all trees on the site will remain undisturbed. The lake shore and wetlands are <br />heavily wooded and trees there will not be disturbed. Existing coniferous tree stands on <br />the southern portion of the site will remain. Some trees along the road will be <br />transplanted to accommodate driveways. Screening will be planted along the southern <br />border of Lot 1. <br />The plan proposes prairie grass for large areas of the site. A management plan for this is <br />advisable. <br />Utilities: A well will be drilled to provide water. The church will construct an <br />onsite wastewater treatment system. These are discussed above. <br />Access, Parking, Traffic <br />Right Of Way: The site fronts on 20th Ave., CSAH 21, a minor arterial roadway. <br />Ultimately, Anoka County will need a total width of 120' of right of way, or 60' on each <br />side of the centerline. Currently, it is 33'. The Church is proposing to dedicate an <br />additional 30' to accommodate turn lanes for the new access driveways. This typically is <br />done with the final plat. However, the existing house lot fronting on 20th Ave. within the <br />north portion of the site is not part of the plat. A separate deed will be necessary to <br />dedicate the right of way along the 165' of frontage of that lot. <br />Access: The proposal includes two new driveways onto 20th Ave. A southbound <br />right turn land and a northbound left turn lane would be constructed for vehicles entering <br />the northern driveway. This would be the entry point during church events. The <br />southern driveway would be the exit during events. This would be managed by traffic <br />Resolution 04 -17, page 10 <br />
