shall require uniformed traffic control officers at the I -35E bridge (both <br />ends), the intersection of County Rd 21 and CSAH 14, and the appropriate <br />church driveway(s). Additional uniformed traffic control officers may be <br />required at these or other locations, in the discretion of the chief of police. <br />d. Traffic control would be designed mainly to facilitate traffic movement to or <br />from the church, but vehicles with other designations would be given equal <br />priority for travel (e.g., being waved through intersections). <br />3. Land Use <br />a. The church will pay the usual park dedication fee required under city <br />ordinances. <br />b. The subdivided single family residence property may not be used for church <br />activities (offices, retreat house) unless replatted into the church lot. Traffic <br />on the driveway to this residence shall be limited to residential family use. <br />c. Use of the barn must be consistent with the other requirements for use of <br />that lot. <br />d. A tree removal and replacement plan must be approved by the city prior to <br />the granting of any grading of building permit. <br />e. A non - government prairie specialist would be designated as a community <br />liaison to oversee the success of the proposed establishment of native prairie. <br />f. The church will take all reasonable measures to manage dust and noxious <br />weed propagation from the site to other areas of the neighborhood. <br />g. The prairie specialist would monitor sediment drainage to the lake, which <br />must be minimized. Use of the lake for irrigation water would be overseen <br />(or barred) by this entity. <br />h. The Church may not advertise to the general public their bookstore, coffee <br />shop, and revenue - generating facilitates. These amenities should be for <br />church members only. <br />4. .Lighting <br />a. All lights, whether on signs, on the church spire, street lights, or otherwise, <br />must be turned off by 11:00 p.m. each night, unless a brief extension of time <br />is necessary as a church activity ends. <br />b. Landscaping will be installed and maintained by the church to protect the <br />residences nearest the church (currently known as the Rehbein and Marier <br />properties) from car lights, other lights or reflected light, and church traffic. <br />
