Background The City of Lino Lakes is completing plans to construct the Legacy at Woods Edge development adjacent to the existing Town Center. The site for this development is located in the southwest quadrant of the intersection of I -35W and CSAH 23 in Anoka County. Improvements to CSAH 23 and the I -35W exit and entrance ramps are needed to safely and effectively handle the expected increase in traffic. The anticipated limits for the improvements to CSAH 23 are from approximately 600 feet south of Town Center Parkway to Apollo Drive. Improvements are also anticipated for the northbound I -35W exit and entrance ramps. Scope of Services A detailed Scope of Services is attached to this proposal as Exhibit A. The Scope of Services identified is to determine needed lane configurations and geometry for CSAH 23 and the I -35W ramps to accommodate anticipated traffic growth within the project limits identified above. Impacts to the existing bridge over I -35W will be evaluated to determine width requirements and construction staging concepts. Bridge concepts investigated will include renovation by widening versus an all new structure. Our proposed Scope of Services is summarized below. 1. Determine the number of through lanes and the number and length of turn lanes needed on CSAI-1 23 between Town Center Parkway and Apollo Drive. 2. Determine what improvements are needed on the northbound I -35W exit and entrance ramps, including realignment of the entrance ramp to northbound I -35W. 3. Based on outcome of item one above, determine the typical bridge section required to accommodate the needed lanes across the bridge. Assess whether bridge improvements need to be made by widening or re-construction. Coordinate with Lino Lakes and Anoka County regarding sidewalks and/or trails across the bridge. 4. Recommend concepts for the staged construction of the proposed bridge section to allow for construction under traffic. 5. Develop preliminary construction cost estimates for the proposed improvements.
