• <br />WS -3a <br />WORK SESSION AGENDA ITEM 3a <br />STAFF ORIGNINATQR: Gordon Heitke <br />MEETING DATE: May 5, Work Session <br />TOPIC: Public Safety Grants <br />BACKGROUND: <br />The Lino Lakes Police Department constantly monitors grant programs and submits <br />applications in those cases where the grant resources would benefit the Police <br />Department operations and the City. Chief Pecchia has applied for funding for three <br />additional police officers and a volunteer coordinator from two grant programs. The City <br />has recently been informed that both applications for the police officers and volunteer <br />coordinator has been approved. <br />COPS Universal Hiring Program Grant <br />The U.S. Department of Justice has awarded the City an estimated $225,000 to be used <br />within a three year period for the hiring of three full -time officers. The additional <br />officers will be used to further the department's community policing initiatives and <br />address homeland security issues within the City. <br />Citizens Corps Grant <br />The Minnesota Department of Public Safety has awarded the City $54,000 to hire a <br />Volunteer Coordinator. The primary responsibility of this position would be to assist the <br />Police Department in the coordination of Public Safety Citizen's Committee's activities. <br />Financial Impact of Grants and Increases Staffing <br />The acceptance of the COPS UHP grant will provide an estimated $225,000 for the <br />period 2004 -2005 for personnel- related costs for three additional officers. It is estimated <br />that the City will need to provide approximately $67,721 of local funds during this period <br />to support unfunded and ineligible expenditures. The unfunded costs of $8,070 in 2004 <br />will be accommodated within the existing budget, however $59,651 will need to be <br />budgeted in 2005. It is the expectation of the granting agency that these three positions <br />will be retained and locally funded following the grant period. The estimated costs of <br />supporting these three positions following the grant period is $218,019 in 2006, <br />increasing to approximately $300,000 by 2009. <br />
