MEMORANDUM <br />DATE: June 7, 2004 <br />TO: City Council <br />FROM: Michael Grochala <br />RE: CSAH 14 (Main Street) Planning Process Update <br />City staff has been working with the City of Centerville and Anoka County on Phase I of <br />the County Road 14 (Main Street) study. The goal of Phase I is to select a design concept <br />for reconstruction of the roadway between I -35W and I -35E. The study included an <br />examination of regional access alternatives including additional access points to I -35E <br />and I -35W as well as a northerly bypass of Centerville. Two public meetings have been <br />held during the process to collect comments from area residents and business owners. A <br />third public meeting, to present the results of the study, is scheduled for June 24, 2004. <br />Anoka County staff and consultants have also met with the City of Centerville's <br />Economic Development committee and business owners. <br />The recommended design concept for CSAH 14 is based on the following: <br />• Anticipated daily and peak hour traffic volumes the roadway is expected to carry <br />• The number of access points (driveways) or intersections provided on the <br />roadway <br />• The character of the adjacent land use. <br />The CSAH 14 corridor between I -35W and I -35E varies in the characteristics as it flows <br />through parkland, commercial areas and residential areas. The Design Concept divides <br />the roadway into three major segments. Segment 1, between I -35W and the Rice Creek <br />Bridge, is proposed as a two lane section with left and right turn lanes. Segment 2, <br />between the Rice Creek Bridge and 20th Avenue (CSAH 21), is proposed as a three lane <br />section with a continuous center left turn lane. Segment 3, from 20t Avenue to I -35E is <br />proposed as a four lane divided section with left and right turn lanes.
