Town Center Parkway will be extended northerly from the end of the <br />reconstructed section to a roundabout in the center of the development. This <br />section will be a two -lane, divided roadway with either raised or painted <br />medians. Street width will vary from 34 to 48 feet. Parallel parking bays will <br />be provided where roadway geometrics can accommodate the parking <br />movements. Right -of -way width will vary from 86 to 94 feet. <br />Village Drive will be reconstructed from Town Center Parkway to the end of <br />the existing roadway. The street section will have two 13 -foot wide travel <br />lanes with diagonal parking bays on the east side. Curb bumpouts will be <br />installed to protect parking bays, improve pedestrian safety, and provide <br />traffic calming <br />The streets around the City park will be established as one -way streets, with <br />Woods Edge Boulevard designated as one -way westbound and Village Green <br />designated as one -way eastbound. Travel lanes will be 14 feet in width. A <br />surmountable curb will be placed on the park side of each street to allow for <br />passage by emergency vehicles. Diagonal parking bays will be provided on <br />both streets. <br />Town Center Parkway from the roundabout to Woods Edge Boulevard and <br />Woods Edge Boulevard from the roundabout to Town Center Parkway will <br />be two -lane urban roadways and will be 32 or 44 feet in width. The wider <br />section will be used in areas where parallel parking is needed on both sides <br />of the street. <br />A roundabout is proposed in the center of the development. The location of <br />the roundabout was selected to provide a visual link to the City park, as well <br />as a transition from the commercial/retail area to the residential area. Use of <br />a roundabout at this intersection will also provide effective traffic control <br />while minimizing vehicle stops. The roundabout will feature a 16 -foot wide <br />travel lane, a landscaped central area, and landscaped approach medians. An <br />additional drivable surface will be provided on the inside of the travel lane to <br />accommodate truck turning movements. <br />Proposed street improvements are shown in Figures 4A and 4B. The <br />proposed roundabout is shown in Figure 5. <br />2.1.3 Alternatives <br />Preservation of existing Town Center Parkway and Village Drive was <br />considered and was rejected because the streets need to be widened to <br />accommodate the increase in traffic volumes expected with development of <br />the site. <br />Installation of a conventional four -leg intersection instead of the roundabout <br />was considered and was rejected because it did not meet the requirements <br />specified in the Town Center Design & Development Guide. <br />2.2 Roadway (Lake Drive — CSAH 23) <br />2.2.1 Existing Conditions <br />Lake Drive is a County State Aid Highway that is owned and maintained by <br />Anoka County.
