8.0 Proposed Schedule <br />A proposed timetable for implementing the improvements identified in this <br />report is outlined below: <br />• City Council Receives Feasibility Report and <br />Calls for Public Improvement Hearing June 14, 2004 <br />• Publish Notice of Public Hearing June 2004 <br />• Public Improvement Hearing <br />July 12, 2004 <br />• Council Orders Preparation of Plans & Specifications July 26, 2004 <br />• Council Approves Plans & Specifications and <br />Orders Advertisement for Bids October 2004 <br />• <br />• <br />Bids Received <br />November 2004 <br />Council Awards Bid December 2004 <br />Project Construction April- October 2005 <br />Final Assessment Hearing October 2005 <br />The timing for construction of improvements in Lake Drive may follow a <br />different schedule and will be dependent on the outcome of the bridge <br />replacement study and subsequent programming <br />9.0 Conclusions and Recommendations <br />9.1 Conclusions <br />As a result of this feasibility study, we conclude the following: <br />1. The City of Lino Lakes has devoted significant time and resources to <br />planning for a "downtown" area in the community, as evidenced by <br />creation of the Town Center Design & Development Guide. <br />2. The Hartford Group has demonstrated a strong willingness to partner <br />with the City in developing a downtown area that is consistent with the <br />Town Center Design & Development Guide. <br />3. The City's commitment to the YMCA can best be achieved by <br />incorporating a facility into the overall plan for Legacy at Woods Edge. <br />4. Street and utility improvements identified in this report are necessary to <br />support the proposed development, are feasible from an engineering <br />standpoint, and are cost - effective in meeting the public service demands <br />generated by the development. <br />5. Existing roadway widths of Town Center Parkway and Village Drive are <br />not sufficient to safely carry the traffic volumes anticipated with the <br />development. <br />6.
