7. Freeway ramp realignment and signalization are necessary to improve <br />safety in the Lake Drive corridor. <br />8. Existing sanitary sewer facilities are adequate to convey the additional <br />wastewater flows generated by the development. <br />9. Looping of water main will be necessary to provide adequate fire <br />protection for the development. <br />10. Implementation of significant streetscape and street lighting elements is <br />necessary to create a pedestrian - friendly environment within the <br />development. <br />11. If the City is to maintain the proposed streetscape and landscape <br />elements identified in this report, additional equipment and personnel <br />may be required. <br />9.2 Recommendations <br />Based on the aforementioned conclusions, we recommend the following: <br />1. The City Council accept this report and order a public improvement <br />hearing. <br />2. The City should enter into a developer's agreement with The Hartford <br />Group to further define project cost participation. <br />3. The City should formalize an agreement with YMCA to define project <br />cost participation. <br />4. The City should apply for funding of freeway ramp realignment and <br />signalization through Mn/DOT's Cooperative Agreement program. <br />5. The City should pursue funding from Anoka County for Lake Drive <br />improvements. <br />6. The City should initiate acquisition proceedings for right -of -way <br />necessary for Lake Drive improvements, freeway ramp realignment, and <br />water main looping across I -35W. <br />7. A special maintenance district should be established either by the City or <br />by the development's retail association to generate revenue used in <br />covering the cost of ongoing maintenance. <br />Feasibility Report A- LINOL0305.02 <br />City of Lino Lakes Page 15 <br />
