Tools and Processes to Ensure Successful Outcomes (start new page) <br />• <br />.s .1 Describe current status, plans <br />for, or potential to use processes <br />and regulatory tools, such as <br />zoning codes, design standards, <br />development standards, etc., to <br />implement the project <br />• The Lino Lakes Comprehensive Plan was completed in 2002. <br />• The city's zoning ordinances were revised to implement the <br />Comprehensive Plan. <br />• The Benchmark Site master plan will include design and development <br />standards. <br />• The city's Parks and Trail Plan is undergoing revision to focus on <br />implementation strategies for park systems, greenway (natural open space) <br />systems, and natural resource stewardship. <br />• An Economic Development Tax Increment Financing District will be <br />established in the industrial park to provide a funding source for the 35E <br />infrastructure improvements. <br />B.2 Describe current status, plans <br />for or potential for public - private <br />partnerships to implement this <br />project. <br />• The Benchmark Community Builder Collaborative will be funding its <br />portion of the AUAR. <br />• The master planning process for the Benchmark site will be 100 percent <br />developer financed. <br />• Tax base generated from the potential $1 billion development will leverage <br />the city's ability to enhance the public realm. <br />3C. Community Support <br />• Describe the local political <br />and /or community <br />commitment in supporting <br />this project (e.g. city council <br />initiatives or actions, <br />community initiatives or <br />participation). Describe any <br />current or planned public <br />participation processes (of <br />residents, businesspersons <br />and others) in developing the <br />proposal. <br />• A meeting in April 2004 kicked off the master planning process for the <br />Benchmark Site. City Council and all its advisory boards participated in a <br />workshop to discuss how the process will proceed. Next steps include: <br />o Identifying key constituents <br />o Involving citizens in a visioning process <br />o Visiting precedent communities <br />o Conducting market research <br />o Communicating progress to the public <br />o Sharing findings and building a consensus for a master plan. <br />6 <br />- 6 9 - <br />
