A.5 Abate, prevent or remove point and <br />non -point source pollution, and <br />aaximize groundwater recharge <br />through surface water infiltration. <br />Will achieve this objective in ways such as : <br />Developed Communities or locations: <br />• Restore natural resources where feasible and <br />appropriate. <br />• Control and treat stormwater, as feasible and <br />appropriate. <br />Developing Communities or locations: <br />• Abate, prevent or remove point and non -point <br />source pollution; reduces soil erosion; protects <br />or improves water quality; maximizes <br />groundwater recharge through surface water <br />infiltration. as feasible and appropriate. <br />An AUAR will give the city the ability to address the following on a <br />comprehensive scale: <br />• The Benchmark Site is heavily drain tiled from agricultural uses. <br />This is an opportunity to promote infiltration through the creation <br />of surface water treatment trains to filter water and maintain <br />predevelopment volumes. <br />• Preserve and restore natural features to hydrological conditions <br />that will support them. <br />• Preserve an existing waterfowl habitat. <br />• Provide buffers for Clearwater and Hardwood Creeks. <br />• Investigate and mitigate outfalls, where pollution concentrates <br />from agricultural and industrial uses. <br />• Plant native landscaping along treatment trains and ponds. <br />• Protect soils from compaction during construction. <br />A.6 Replicability <br />• Describe plans or potential for any of <br />the project's land use elements (Al- <br />A5) to be implemented elsewhere in <br />your community <br />Lino Lakes has suffered from piecemeal development in the past and <br />hopes to reverse that course. Woods Edge, the planned downtown on <br />35W, is viewed as a break from the city's conventional approach to <br />suburban development. That plan calls for residential, commercial, <br />recreational and civic uses within a pedestrian friendly environment. <br />Planning for development on 35E is an attempt to replicate the principles <br />of integrated uses, auto /pedestrian balance, design quality, and <br />environmental sustainability, to create places that withstand the test of <br />time. But because of the scale of the development potential, an AUAR is <br />a necessary step to get started on the right track. <br />Future sites that will benefit from a "big picture" planning process: <br />• Lake Drive redevelopment from CSAH 49 to CSAH 14. <br />• A large sod farm in the northwest corner of the city. <br />• <br />5 <br />-68- <br />
