CONTINUED PUBLIC HEARING to consider a rezone of property located at <br />7880 Sunset Avenue (PID #07-31-22-23-0004) from R -Rural to PUD -Planned <br />Unit Development and an Amendment to the Development Stage <br />Plan/Preliminary Plat of Century Farm North to expand project boundary and <br />include certain property located at 7880 Sunset Avenue <br />Katie Larsen, City Planner, stated that the City received a letter from the applicant <br />withdrawing the application for the rezoning and amendment to the Development Stage <br />Plan/Preliminary Plat for Century Farm North be withdrawn at this time. <br />Chair Tralle continued the Public Hearing at 6:32 p.m. <br />Mr. Laden made a MOTION to close the Public Hearing at 6:33 p.m. Motion was <br />supported by Mr. Hyden. Motion carried 4-0. (Tralle abstained.) <br />B. CONTINUED PUBLIC HEARING to consider rezoning and a PUD <br />Development Stage Plan/Preliminary Plat for a 55 lot residential development <br />to be called Saddle Club, located at 1403 Birch Street, PIN 28-31-22-34-0001 <br />Katie Larsen, City Planner, presented the staff report. Ms. Larsen noted that staff <br />received comments from both the Park Board and the Environmental Board. Staff <br />recommended approval of the rezoning and PUD Development Stage Plan/Preliminary <br />Plat. <br />Ms. Larsen explained that the connection to the Foxborough development would occur at <br />some point in the future and the developer will be making improvements to the east/west <br />connection of Old Birch Street. Staff is working with Anoka County to address safety <br />concerns on Birch St. and Old Birch St. Improvements will include either the addition of <br />a turn lane or a bypass lane on Birch St. <br />Mr. Wedel noted that staff is awaiting feedback from the county regarding improvement <br />design and costs. He added that preliminary plans include the consideration to eliminate <br />the north/south access to Birch Street from Old Birch Street with a cul-de-sac at the north <br />end of Old Birch St. <br />Mike Black, developer, was present for questions. Mr. Black is prepared to meet with the <br />county if necessary. Mr. Black explained some amendments that were made to the plat <br />including the expansion of outlots. Mr. Black appreciates the comments regarding design <br />and will continue to work with staff to address any remaining issues. He understands that <br />he is responsible for all road improvements. <br />Mr. Wedel noted that the County may participate in a cost share to improve Birch Street <br />if access is eliminated onto the county road. <br />Board member comments included: <br />APPROVED MINUTES <br />
