Planning & Zoning Board <br />January 8, 2014 <br />Page 3 <br />- Would like to propose additional recommendations regarding road improvements. <br />- If the proposed trail is meant to fulfill the city's plan for a Destination Trail as <br />proposed in the city's Park & Trail Plan, it should not include a road system. <br />- The connection to the Foxborough development is vital to the safety of this project. <br />- Would like more information on road safety concerns and improvements. <br />- One entrance to a development is not in the best safety interests of the citizens. <br />- Concerned with the comments from the Public Safety Dept. regarding transportation <br />safety. <br />Staff noted that there has been discussion with the property owner to the west to <br />encourage the road connection to the Foxborough development as soon as possible. Staff <br />clarified that there is an additional connection to this development through the Preserve <br />development to the east. <br />Chair Tralle declared the Public Hearing open at 7:06 p.m. <br />Joel Fehn, 878 Fox Rd, stated that it is quite dangerous to get onto Birch Street from Old <br />Birch and he has witnessed numerous accidents in the past month. He stated concern for <br />increased traffic. He was also concerned about drainage and standing water in the SW <br />corner of the development. He wondered if this development would increase the <br />probability of flooding onto existing properties. <br />Travis Gervais, 890 Birch St, stated the need for posted speed limit signs on Old Birch <br />Street due to the excessive speed of drivers. He likes the idea of the cul-de-sac to close <br />off access to Birch Street. He is concerned about the safety of his children and others. <br />Chair Tralle requested that city staff alert the Police Department to problems in this area <br />regarding the lack of speed limit signs and need for more patrol in this location. <br />Rick Capocasa 886 Old Birch St, expressed traffic concerns and was in favor of the cul- <br />de-sac to relieve issues and accidents. <br />Randall Graczyk, 886 Fox Rd, stated that a lighted intersection on Birch St. would help <br />reduce speeds and improve access, even though it would cost more money it would be the <br />safest route. He was concerned about additional water flooding into his yard. <br />Staff addressed the drainage concerns. <br />Mr. Graczyk would prefer that the road connection proposed on the SW corner of the <br />development be turned into a cul-de-sac. He would prefer the Fox Road connection in <br />Foxborough continue to the north and connect to a future development. <br />Chair Tralle discussed the road connections, reminding residents that the city posted <br />signs that Fox Road would be connected in the future. <br />APPROVED MINUTES <br />
