However, in order
to provide a consistent cost per phase, some neighborhoods were combined and may be slightly out of
order.

VII. Summary and Recommendation
This study has included a review of the City’s existing Pavement Management Report dated June 2013,
field reviews and preliminary cost estimating to assist the City with the establishment of a street
reconstruction program. All available information was reviewed and considered in determining
recommendations for the street reconstruction program.
It is recommended that the City establish a street reconstruction program to include the street
segments and improvement recommendations detailed in this report. The street reconstruction
program would become an important part of the City’s management of its existing infrastructure. The
ongoing maintenance of the City’s roadway system is important to minimize future roadway
reconstruction costs.
If the city wishes to proceed with the establishment of a street reconstruction program, we recommend
the following:
1. A financing plan is established for the funding of the annual street reconstruction program.
Based upon the annual budget available, the number of street segments included as part of
each project area may need to be increased or decreased.
2. Once a financing plan is developed, it is recommended that a more detailed feasibility report be
prepared to determine the proposed improvements and estimated costs for the first project
area of the street reconstruction program.
