However, in order <br />to provide a consistent cost per phase, some neighborhoods were combined and may be slightly out of <br />order. <br /> <br />VII. Summary and Recommendation <br />This study has included a review of the City’s existing Pavement Management Report dated June 2013, <br />field reviews and preliminary cost estimating to assist the City with the establishment of a street <br />reconstruction program. All available information was reviewed and considered in determining <br />recommendations for the street reconstruction program. <br />It is recommended that the City establish a street reconstruction program to include the street <br />segments and improvement recommendations detailed in this report. The street reconstruction <br />program would become an important part of the City’s management of its existing infrastructure. The <br />ongoing maintenance of the City’s roadway system is important to minimize future roadway <br />reconstruction costs. <br />If the city wishes to proceed with the establishment of a street reconstruction program, we recommend <br />the following: <br />1. A financing plan is established for the funding of the annual street reconstruction program. <br />Based upon the annual budget available, the number of street segments included as part of <br />each project area may need to be increased or decreased. <br />2. Once a financing plan is developed, it is recommended that a more detailed feasibility report be <br />prepared to determine the proposed improvements and estimated costs for the first project <br />area of the street reconstruction program. <br />
