DRAFT DRAFT DRAFT <br /> <br />watermain installed as part of a street reconstruction project they will need to petition the City for these <br />improvements and agree to be assessed 100% of the cost. The estimated costs included as part of this <br />study are intended to be preliminary in nature to assist the City in establishing a financing plan for the <br />street reconstruction program. If the street reconstruction program proceeds, it is recommended that a <br />more detailed feasibility study be prepared to more accurately determine the proposed improvements <br />and estimated cost for each project area. It should also be noted that the project phasing shown above <br />does not include a proposed schedule. The City’s Pavement Management Report indicated that the City <br />would need to spend $2,000,000 per year to maintain an average OCI rating of 66.95. <br />The proposed schedule for the replacement of the streets shown in the table above is based on a <br />combination of two rankings. First, each neighborhood was ranked by their weighted OCI. The OCI for <br />each street segment was multiplied by its length. The product for all of the segments were then totaled <br />and then divided by the total neighborhood length to determine the weighted OCI. The results were as <br />follows: <br />Rank Neighborhood OCI <br /> 1 Colonial Woods 0.00 <br /> 2 West Shadow Lake Drive 1.87 <br /> 3 LaMotte 4.77 <br /> 4 Shenendoah 6.58 <br /> 5 Rehbein’s Peltier View 9.57 <br /> 6 Holly 26.59 <br /> 7 Lakeview Woodlands 29.00 <br /> 8 Joyer/Karth/Talle/Canfield/Gaage 33.96 <br /> 9 Sunset Estates 38.19 <br /> 10 Pine Haven 49.50 <br /> <br />The second ranking was based on the cost per ADT for each neighborhood. The total cost was divided <br />by the number of vehicle trips that travel those streets per day. The results were as follows: <br />Rank Neighborhood Cost per ADT <br /> 1 Holly $1,523.67 <br /> 2 Shenendoah $1,681.08 <br /> 3 LaMotte $1,804.38 <br /> 4 Pine Haven $2,440.17 <br /> 5 Colonial Woods $3,020.15 <br /> 6 Lakeview Woodlands $3,597.21 <br /> 7 West Shadow Lake Drive $3,633.26 <br /> 8 Joyer/Karth/Talle/Canfield/Gaage $4,157.82 <br /> 9 Sunset Estates $4,193.27 <br /> 10 Rehbein’s Peltier View $6,138.45 <br /> <br />Staff determined that a balanced analysis would be to utilize both rankings when determining the order <br />in which streets would get replaced. The first ranking is an indication of condition of the street and the <br />second ranking identifies how many trips would benefit from the improvements. If we average the two <br />rankings together the results are as follows:
