• <br />CITY <br />O F <br />IN•KE <br />WS -5 <br />WORK SESSION MEMORANDUM <br />To: City Council <br />From: Michael Grochala <br />Date: September 8, 2004 <br />Re: Work Session Item # 5 — Regulations for Exterior Exhibits <br />The City recently received a request from the Circle -Lex VFW Post asking for approval <br />for the installation of a decommissioned Bell AH -1 Cobra Helicopter on their new <br />building site located at 7868 Lake Drive. The helicopter is approximately 50 feet long <br />and will be mounted on a post located along their north property line (see attached). <br />City staff and the city attorney have reviewed the City's development regulations and find <br />no requirements regarding exterior exhibits of this type. There are no permits required <br />nor are there any adopted restrictions. <br />While US Military equipment are often seen on veteran association properties, parks or in <br />conjunction with public memorials the lack of regulations does create a concern. <br />Particularly, aside from the VFW' s specific request, what other exhibits could be <br />displayed in absence of any regulation? Should they be allowed? Should they be allowed <br />in residential districts? <br />Staff is requesting council comments of the VFW' s specific request as well as direction <br />regarding establishment of zoning requirements for these types of exhibits. <br />ATTACHMENTS <br />1.
