August 24, 2004 <br />METRO <br />Mr. Jim Studenski, City Engineer <br />City of Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, MN 55014. <br />Re: Circle -Lex VFW Helicopter Installation <br />Dear Mr. Studenski, <br />LAND SURVEYING <br />& ENGINEERING <br />RECEIVED <br />AUG 2 4 2004 <br />CITY OF LINO LAKES <br />As previously discussed, the Circle -Lex VFW Post is requesting the City's approval for the <br />installation of a decommissioned Bell AH -1 Cobra Helicopter on their new building site located at <br />7868 Lake Drive. The purpose of the installation will be to provide a visual feature for the site that <br />will hopefully provide an interesting viewing opportunity for guests at the VFW establishment and <br />for residents of the City of Lino Lakes. <br />The location of the helicopter exhibit will be in the pond area on the northern edge of the site. As <br />you requested in our previous meeting, the base for the structure will be positioned in the pond area <br />(below grade) and will not reduce the storage capacity of the pond. Attached to this letter please <br />find a site plan, showing the proposed location of the helicopter. <br />The helicopter will be mounted on brackets and a 10" x 10" post that extends from the concrete <br />base to the bottom of the structure. The base of the helicopter (landing rails) will be positioned 3' <br />above the curb elevation and the structure itself will be > 5' horizontally from the back of curb. <br />This location will provide a 10' minimum separation from the property line to the north. A copy of <br />the structural design for the concrete base and the supporting elements is attached to this letter. <br />Listed below are the maintenance and safety items that have been identified regarding the helicopter <br />exhibit: <br />• The helicopter will be decommissioned by the US" Military (the electronic components and <br />munitions will be removed prior to delivery to the site). <br />• . The VFW will provide a maintenance schedule for the exhibit, which will include cleaning, <br />painting and inspection of the support structure. <br />• The VFW will provide 24 -hour surveillance of the exhibit and the pond area with exterior <br />cameras. <br />
