• Categories 1 & 2 are generally considered maintenance activities to prolong the life of the <br />streets. <br />• <br />The estimated cost for sealcoating in the year 2005 is $20,000 per street mile. <br />The estimated cost for overlays in the year 2005 is $180,000 per street mile. <br />Although the Pavement Management Plan is not completed, TKDA has estimated that <br />approximately $320,000 to $330,000 per year is necessary to adequately fund sealcoating <br />and overlays to maintain the current conditions. This breaks down to approximately 7 to <br />8 miles of sealcoating and 1 mile of overlay annually. These dollar amounts do not <br />include funding for streets that are currently in need of reconstruction. <br />The proposed 2005 budget currently includes approximately $30,000 for overlays and <br />$60,000 for sealcoating, for a total of $90,000. Assuming an increase in the streets <br />budget of approximately $145,000, the city could make a substantial step towards the <br />optimal funding level. <br />Increasing the budget for this purpose would maintain a level tax rate from 2004 to 2005. <br />Staff is requesting Council direction on how it would like to proceed with this matter. <br />Options for Blue Heron Days contribution Staff has included $3,000 for the 2005 Blue <br />Heron days celebration. There are a few options for the form that the city contributions <br />will take, but at this time staff s recommendation is for providing in -kind services, such <br />as policing , staff coordination, etc. This can be discussed further as the event is being <br />planned for the coming year. <br />We can discuss these issues further at the work session on September 8. I hope that this <br />memo helps to clarify and answer questions that the Council had at our last budget work <br />session.
