• <br />• <br />AGENDA ITEM IE <br />STAFF ORIGINATOR Al Rolek <br />MEETING DATE December 13,2005 <br />TOPIC Authorize Pavement Management Plan Financing Study — <br />Springsted, Inc. <br />Simple Majority <br />VOTE REQUIRED <br />BACKGROUND <br />A Pavement Management Report has been prepared by the City Engineer and has been <br />presented to the City Council. The report evaluated the condition of the city's traffic infrastructure, <br />estimates the cost of maintaining the infrastructure and makes recommendations to establish <br />pavement maintenance and reconstruction policies and pavement maintenance and <br />reconstruction financing policies. The next step is to proceed with these recommendations. <br />Staff has met with Springsted, Inc. to do a Pavement Management Plan Financing Study. The <br />study would identify potential funding sources, measure the impact of any debt service payments <br />on user fees and property tax rates over 5 years, and assist the City in developing financial <br />policies required to implement the Pavement Management Plan in a fair and equitable manner. <br />Staff would work closely with Springsted representatives throughout the process, which should be <br />completed by February 15, 2005. This would allow adequate time to begin and complete the <br />process for a fall referendum in accordance with the city charter. <br />The cost of the Pavement Management Plan Financing Study will not exceed $15,755, plus out - <br />of- pocket expenses. The cost of this report is included in the budget as part of the city's road <br />maintenance program. A copy of the work plan for the report is attached for your review. <br />This is an important step in establishing and implementing a meaningful Pavement Management <br />Plan. Staff recommends that the City Council authorize the preparation of a Pavement <br />Management Plan Financing Study by Springsted, Inc. at a cost not to exceed $15,755, plus out - <br />of- pocket expenses. <br />OPTIONS <br />1. Authorize Pavement Management Plan Financing Study. <br />2. Refer to Staff for further review. <br />RECOMMENDATION <br />Option 1 <br />
