• <br />p.r <br />Work Plan <br />Objective(s) <br />The purpose of this study is to develop a financing plan and associated policies for <br />implementing the City's Pavement Management Plan (PMP). The study will identify potential <br />funding source, and the impact of any debt service payments on user fees and the property <br />tax rates over the next 5 years. In addition, the study will assist the City in developing the <br />associated policies required to implement the PMP in a fair and equitable manner. While the <br />study will focus on the next five years, it will identify potential funding sources or a period of <br />fifteen years. <br />City of Lino Lakes, Minnesota <br />Pavement Management Plan Financing Study <br />SPRINGSTED <br />Advisors to the Public Sector <br />December 2004 <br />Tasks <br />Task 1- Review Background Information <br />> Internal review of background information: <br />• Review current City funding practices, funding sources and policies related to <br />financing street construction, maintenance and reconstruction projects as identified <br />in the Pavement Management Report prepared for the City <br />• Review the City's current outstanding debt and debt service in total and the current <br />outstanding debt and debt service related to the financing of prior year's street <br />maintenance and reconstruction projects <br />• Review the City Charter, City ordinances, policies and practices related to special <br />assessments, and other revenue sources for funding street maintenance and <br />reconstruction <br />• Review any engineering studies, cost of services studies and other relevant <br />studies related to street maintenance and reconstruction in the City <br />• Review historical information related to the growth in the City's tax base and <br />transportation system <br />• Review the anticipated future growth in the City tax base and transportation <br />system <br />• Review the City's Comprehensive Plan <br />• Review the City's current Municipal State Aid System and revenues <br />
