• <br />• <br />City of Lino Lakes, MN <br />Pavement Management Plan Financing Study <br />December 2004 <br />D Meet with City staff in a workshop session: <br />• Discuss our internal review <br />• Review the City's PMP as it relates to: <br />- The condition of the City's existing transportation system and the need for the <br />pavement management program <br />- The relative benefits of existing and potential funding sources <br />- The operating cost impacts resulting from the implementation of the PMP <br />• Discuss the historical growth and the anticipated growth in the City's tax base and <br />transportation system <br />• Discuss the implications of the City's Comprehensive plan on the PMP <br />• Obtain additional information needed <br />• Review the project timetable <br />Task 11- Develop Preliminary PMP Financing Plan <br />D Develop and evaluate options for the financing the PMP and the related impact of <br />each on user fees, special assessments, other revenue sources, current outstanding <br />debt, and property tax rates. We will develop and evaluate financing for maintenance <br />related costs separately from reconstruction related cost. <br />D Evaluate the operating cost impacts of the PMP <br />D Develop recommendations for the financing of the PMP based on operating costs <br />impacts and the impact on user fees, special assessments, other revenue sources, <br />and property taxes <br />D Perform a sensitivity analysis to illustrate the impacts of adverse assumption changes. <br />Adverse assumption changes would include variability in the anticipated maintenance <br />and reconstruction costs, variability in interest rates for debt financing, variability in the <br />anticipated growth rate of the City's tax base, variability in the anticipated changes in <br />the City's operating costs, and other factors that could impact the implementation of <br />the PMP. <br />D Make recommendations for changes in existing ordinances, resolutions and policies <br />necessary to finance the PMP <br />D Meet with City staff in a workshop session to review the options /recommendations for <br />financing of the PMP and the fiscal impact analysis <br />Task I11- Prepare Draft Report of Findings <br />D Springsted will prepare a Draft Report of Findings that will contain our findings and <br />recommendations. This review document will form the core of our final report. We will <br />submit fifteen bound copies and one reproducible copy to the City for their review and <br />comment.
