• <br />nNoh.A <br />COUNTY <br />Anoka County Multi - Jurisdictional <br />All Hazards Mitigation Plan <br />CONFERENCE CALL PLAN STRATEGY MEETING — SEPTEMBER 15, 2005 <br />John, Linda, Kelli, and Paul conducted a conference call with Excelliant. The meeting / call <br />began at 9:00 am. <br />Covered the asset inventory summary — by hazard charts <br />Explained the chart, how to complete <br />Special considerations — vulnerable population or contain hazardous materials <br />Cities must provide: <br />1 — Critical Facilities <br />2 — Legal and Regulatory Capabilities <br />3 — Set "a couple" mitigation goals <br />Met to discuss in detail how to complete a variety of the requirements and clarify questions that <br />ACEM may have about the items. Details are as follows: <br />Capitol Improvement Plan — The community has plans to build new capital <br />Items. Something that will improve the community: such as schools, a government building. <br />These are often items that are on requested via capitol improvement projects. <br />COOP /COG — Continuity of operations and Continuity of government — note if working <br />on it, but not completed yet. <br />Economic Development Plan — What steps are being taken to grow and develop the <br />area? Anoka County should have regional issues. <br />EMAP certified — Emergency Management Accreditation Plan. This is only for states. <br />Leave this blank. <br />Emergency Response Plan — If communities have one, address it. If not, see the Anoka <br />County EOP. <br />Flood Mitigation Plan — Have a formal one on file or to reference. <br />Growth Control Ordinance — Some cities restrict building such as limiting their growth to <br />200 homes per year. <br />Hazard Set Back Regulations — Creeks or rivers that flood that not within 500 yards of a <br />dwelling. <br />Hillside Ordinance — May not be prevalent in our area. <br />Historic Ordinance — To protect historic buildings or assets for the common good. <br />Post Disaster Ordinance /Law — Controls things right after a disaster. For example: price <br />gouging or things that could impact evacuees. The existence of these could be used to <br />prosecute entities. <br />Post Disaster Recovery Plan — Reference the EOP. <br />Site Plan Requirement — Part of zoning. <br />Subdivision Regulation — Part of zoning. <br />Wildfire Ordinance — Details of when you can burn and who you need to contact to do <br />SO, <br />Discussed the need for a pre- disaster mitigation plans. Completing this work will not guarantee <br />but will enhance the ability to receive funds in the event of a disaster. <br />Covered in detail Worksheet 1: Legal and Regulatory Capability <br />The definitions for items in the first paragraph are contained in Section 5. <br />When searching for whether an entity has the capability or authority, look for these in electronic <br />copy. <br />• The Date Adopted column should be the most recent update.
