RECOMMENDATION <br />Staff recommends approval of the rezoning and preliminary plat for Talan Ridge. The <br />following conditions shall be met prior to final plat: <br />1. All comments from the City Engineer letter dated March 5, 2014 shall be <br />addressed. <br />2. All comments from Environmental Coordinator letter dated February 3, 2014 <br />shall be addressed. <br />3. A Land Use Application for final plat shall be submitted by the developer. <br />4. A Development Contract shall be drafted by the City, executed by the City and <br />the developer and recorded with Anoka County in conjunction with the final plat. <br />5. The final plat shall be resubmitted to Anoka County Surveyors Office for review <br />after City Council approval. <br />6. A wetland delineation shall be completed and approved by RCWD prior to any <br />final platting of the proposed Lot 2, Block 1 Talan Ridge. <br />7. The Developer shall provide the City and RCWD with an as -built grading plan <br />prior to issuance of any building permits. <br />8. Sheet 1-Certificate of Survey: <br />a. Revision number and date shall be included. <br />9. Sheet 2-Resources Inventory: <br />a. Revision number and date shall be included. <br />10. Sheet 3-Preliminary Plat: <br />a. Revision number and date shall be included. <br />b. The Total Upland calculation 57,828 s.f. does not equal the upland areas <br />shown on the individual lots. Please revise. <br />c. The House Pads for proposed Lot 1 and Lot 3 shall be revised to reflect a <br />typical house floor plan (e.g., 60' x 40'). <br />d. The proposed impervious surface calculations for each lot shall be <br />provided. <br />11. Sheet 4-Preliminary Grading, Drainage & Erosion Control Plan: <br />a. See City Engineer letter dated March 5, 2014. <br />b. Revision number and date shall be included. <br />c. The House Pads for proposed Lot 1 and Lot 3 shall be revised to reflect a <br />typical house floor plan (e.g., 60' x 40'). <br />d. Construction details for the storm water ponding area shall be submitted. <br />e. Soil erosion and sediment control measures shall be shown. <br />f. "No Encroachments" text shall be removed. <br />g. Location of soil borings shall be identified. <br />h. Existing Water Table shall be revised to 896 <br />12. Sheet 5-Preliminary Utility Plan: <br />a. Revision number and date shall be included. <br />b. The existing house shall hook up to the municipal water system prior to <br />issuance of any building permit. <br />I <br />
