Public Land Dedication <br />The City will require payment in lieu of land dedication for purposes of public land <br />dedication. Since this is an existing lot with 1 home, fees will be required for the two (2) <br />newly created lots. <br />2 lots x $2,500 payment in lieu = TOTAL $5,000 <br />Preliminary and Final Plat <br />Originally, staff was recommending the preliminary and final plat be reviewed and <br />approved together but we are now only recommending approval of the preliminary plat. <br />A Land Use Application for final plat shall be required. The developer will then enter <br />into a Development Contract and other documents as the City deems necessary. <br />Since the delineation of the wetland is critical in verifying that the area of Lot 3 meets the <br />minimum lot size of 10,800 square feet, it is proposed the first final plat, Talan Ridge, <br />will create Lot 1 and Lot 2. After delineation and RCWD approval, Lot 2 will then be <br />final platted again (Talan Ridge Second Addition) into 2 more lots. This will create a <br />total of 3 lots. <br />Comprehensive Plan <br />The proposed three (3) lot residential subdivision for the construction of two (2) single <br />family homes for Talan Ridge is in compliance with the Comprehensive Plan in terms of <br />Resource Management System, Land Use Plan, Housing Plan, and Transportation Plan. <br />The parcel is guided low density residential per the City's Comprehensive Plan which <br />allows for 1.6 to 3.9 dwelling units per acre. The proposed residential development at <br />2.27 units per acre is consistent with the Comprehensive Plan's guided land use and <br />density. <br />Wetlands <br />There is a wet area on the SE side of the property and is identified as a wetland. No <br />delineation has been completed. The delineation will need to be completed prior to final <br />plat of the 3rd lot. <br />Floodplain <br />There is no floodplain on the parcel. <br />N. <br />
