Planning & Zoning Board <br />February 12, 2014 <br />Page 3 <br />Staff responded that the City cannot require the developer to take action on another <br />person's property. The board strongly suggested that the developer work with the <br />neighboring property owners to discuss landscaping on the existing lots to reduce <br />headlights into the homes <br />Mr. Root made a MOTION to recommend approval of the Rezone and Preliminary Plat <br />based on the following conditions: <br />1. All comments from City Engineer letter dated February 7, 2014 shall be addressed. <br />2. All comments from Anoka County Highway Department dated January 24, 2014 shall be <br />addressed. <br />3. All comments from MNDOT letter dated December 5, 2013 shall be addressed. <br />4. All comments from Environmental Coordinator letter dated February 3, 2014 shall be <br />addressed. <br />5. The Phasing Plan for development shall be incorporated into the plan set and listed on the <br />Sheet Index. <br />6. The Phasing Plan identifies 215 lots, however; the preliminary plat indicates 216 lots. <br />The Phasing Plan shall be revised. <br />7. The Floodplain Exhibit shall be incorporated into the plan set and listed on the Sheet <br />Index. <br />8. A Letter of Map Revision (LOMR) shall be obtained from the Federal Emergency <br />Management Agency (FEMA) prior to issuance of any building permits for parcels <br />located within the floodplain. <br />9. Temporary cul de sacs shall be required where a street is terminated pending future <br />extension. <br />10. Drainage and utility easements shall be dedicated over stormwater drainage areas. <br />11. Drainage and utility easements or conservation easements shall be dedicated over <br />wetland buffer areas. <br />12. Sheet 6, Preliminary Plat: <br />a. Lot 1, Block 8 and Lot 9, Block 10 shall be revised to omit the portion of Outlot <br />G that extends to Street I and a 20 feet easement shall be provided over the storm <br />sewer utility. <br />b. Lot 1, Block I and Lot 1, Block I I shall have a 15 foot wide easement abutting <br />CSAH 54 for landscape buffer. <br />13. Sheet 9, Ghost Plat: <br />a. The City suggests future access through Outlot E if feasible. The current proposal <br />creates a disconnect within the development. <br />14. Sheets 10 & 11, Preliminary Site & Utility Plan: <br />a. Front and rear setback line for 65'-70' wide lots shall be shown as 25 feet. <br />Building pads may remain designed at 30 feet. <br />b. Rear setback line for 50' wide lot shall be shown as 25 feet. Building pads may <br />remain designed at 30 feet. <br />15. Sheet 14, Preliminary Grading & Erosion Control Plan: <br />a. The garage location shall be reversed to meet the 5 foot side setback on Lot 7, <br />Block 8 and Lot 22, Block 7. <br />DRAFT MINUTES <br />
