Planning & Zoning Board <br />February 12, 2014 <br />Page 5 <br />Judy Brunner, 270 Linda Ave., stated that the City had no intention of developing this <br />area. She stated that these additional properties would change the character of the <br />neighborhood immensely. She stated concern for the existing high water table and <br />flooding issues. She stated that the wetland has been abused by previous property <br />owners. She was concerned that the proposed development would increase the already <br />existing drainage issues. She stated that the proposal is out of character with the area. <br />Paul Whaley, 6200 Laurene Ave., distributed a comment and photo from the neighbor at <br />250 Linda Ave. He stated that his concerns were similar. He stated that the proposal <br />would not look right with the existing beautiful rural properties currently on this road. <br />He stated that this development would affect his property, stating that three new houses is <br />too many for the wetland. He was concerned about drainage and additional flooding <br />issues. He stated that he has lived there for 13 years and his sump pump runs every <br />spring. He was concerned about water runoff. He noted that the existing house would <br />not fit in with brand new homes on either side. <br />Tom Brunner, 270 Linda Ave., discussed history of the wetland. He was concerned <br />about drainage and flooding issues. He stated that the pond is misrepresented on the <br />submittal. He stated that he has contacted the city many times regarding flooding with no <br />results. He said that a storm sewer is necessary. He is concerned about neighboring <br />property values. He urged that the board look at this area very carefully. He considers <br />three houses to be too many for drainage and aesthetic reasons. <br />Brady Mullins, 6227 Laurene Ave., stated concern for existing flooding issues, noting <br />that his driveway is flooded every year and his basement gets wet in the spring. He was <br />concerned about standing water in this area with no drainage. He pointed out that the <br />proposed lot sizes are not consistent with this area. He asked that the city not take a rural <br />development in the middle of a road and make it residential. He would prefer to see only <br />two houses on the property, but not three. He stated that the proposal does not match the <br />neighborhood and will look out of place. He was also concerned about headlights <br />directed into his house. <br />John Grundhofer, 235 Linda Ave., stated that when this property went up for sale <br />recently, the realtor advertised it as three lots, therefore the developer thought it would be <br />three lots and could be three homes. <br />Jason Wedel, City Engineer, stated that this proposal does not include curb and gutter or <br />street improvements. He noted that drainage concerns are the reason why staff is <br />recommending continuation of this item, stating that there are issues for the engineering <br />department to address. Mr. Wedel pointed out that record drawings from the construction <br />of Linda Ave. show that the street was designed to include sewer and water service to all <br />lots on the road. <br />Mr. Root made a MOTION to continue the Public Hearing to the March 12, 2014 P&Z <br />Meeting. <br />DRAFT MINUTES <br />
