Studenski, City Engineer <br />COUNCIL MEETING DATE: February 12, 2007 <br />TOPIC: Resolution No. 07 -23, Approving the Blaine Water Interconnection Joint <br />Powers Agreement. <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />Watermain installed during the EIm Street Reconstruction project established an <br />emergency interconnection between the City of Lino Lakes and the City of Blaine. The <br />attached Joint Powers Agreement states that the City of Lino Lakes shall pay 50% of <br />the Elm Street Reconstruction Project construction costs for the emergency <br />interconnection and the City of Blaine shall pay the remaining 50% of those costs. <br />Based on the Final Payment made by the City of Lino Lakes for the EIm Street <br />Reconstruction Project the City of Blaine's portion is $17,338.69, which includes 15% of <br />the construction costs for Administration, Legal and Engineering Services. <br />The attached Joint Powers Agreement also defines billing, maintenance, and metering <br />responsibilities of both the City of Lino Lakes and the City of Blaine. <br />The City of Blaine has signed and fully executed the Joint Powers Agreement. <br />RECOMMENDATION: <br />Staff recommends approval of Resolution 07 -23, Blaine Water Interconnection Joint <br />Powers Agreement. <br />
