• <br />ARTICLE II <br />Responsibilities of Blaine <br />A. Blaine shall pay for Fifty Percent (50 %) of the construction cost of the metered <br />water connection including Fifteen Percent (15 %) of the construction costs for Legal, <br />Administration and Engineering. <br />B. The Blaine Public Works Department shall have the authority to verify the <br />connecting meter readings by Lino Lakes personnel. A statement for the total water provided by <br />Blaine during the year, as determined by the Blaine Finance Director, shall be mailed to Lino <br />Lakes within a reasonable time after the last day of each year. For water provided by Blaine, <br />Lino Lakes shall pay Blaine all water utility fees required by the Blaine City Code, City <br />resolutions and amendments thereto. The specific water use rate applicable to Lino Lakes shall <br />be equal to the Blaine rate. Statements shall be due and payable within thirty (30) days of receipt. <br />All invoices shall be sent to the Finance Director for the City of Lino Lakes. <br />C. Except as herein provided, Blaine shall be responsible for maintenance of <br />any water mains within Blaine that use water from Lino Lakes. Blaine shall maintain the water <br />mains in good working order and in accordance with the American Waterworks Association <br />Standards for Water Mains. All repair and maintenance shall be completed within a reasonable <br />time. <br />D. Blaine shall report to the Lino Lakes Director of Public Services any defects <br />that occur in the Blaine water system. Lino Lakes may designate any defect as requiring an <br />emergency repair if it will have significant impact on the use of the Lino Lakes water system by <br />4 <br />-46- <br />
