•Training <br />• <br />• <br />The department provided nearly 2,300 hours of training for officers in 2006. Examples of the <br />training includes: Methamphetamine Trainers Training, Emergency Management courses, Hostage <br />Rescue, Somali and Hmong Culture, Crime & Gangs, Spanish course, Hazardous Materials, Blood <br />Borne Pathogens; and new officers completed the Field Training Officer (F.T.O.) Program. The <br />majority of the officer's training focused on compliance with POST Board mandated training <br />courses and courses relating to terrorism. The second largest block of training included First <br />Responder Refresher, Intoxilyzer Recertification, Active Threat Team training, Use of Force, <br />County Attorney Update on new legislation enacted during the last legislative session, Defensive <br />Tactics, and Street Survival. <br />Most training is provided and conducted by Lino Lakes Police Department trainers whose areas of <br />expertise include: 800 MHz, Community Policing, Ethics, Leadership, Taser, Firearms, Active <br />Threat, Bioterrorism for Public Safety officers and Use of Force training. The second major source <br />of training was from Anoka County Customized Training which included a night shoot, spring <br />shoot, summer shoot, fall shoot and Gamma shoot. Many officers attended specialized training <br />through Century College. <br />New officers attended Standardized Field Sobriety Training, Intoxilyzer 5000 training as well as <br />Occupant Protection Usage & Enforcement training. Supervisor training included the League of <br />Minnesota Cities Safety & Loss Control Workshop, Internal Affairs Investigations, Performance & <br />Accountability, Complaint Investigation, First Line Supervisor <br />Police Training Officer Program <br />The police department adopted a new training program for our newly hired officers in 2006. <br />Unlike the traditional "FTO" program, this new "PTO" or Police Training Officer Program <br />implements the problem -based learning philosophy which is relatively new to law enforcement <br />training. The PTO process is 16 weeks long and consists of four phases. Phases A -D are each <br />three weeks long and there is a different training officer for each phase. In addition to the four <br />phases, there is a two week mid -term evaluation and a two week final evaluation. The PTO <br />program offers some cutting edge opportunities and challenges for our new officers that are unique <br />to this program. Upon successful completion of the program, new officers transition to solo patrol <br />for the remainder of their one year probationary period. <br />Lino Lakes Police Department 2006 Annual Report 25 <br />
