4 <br /> <br />Lino Lakes, Centerville and the developer are also analyzing different options for <br />improvements to Cedar Street West in regards to bituminous overlay and street width. <br /> <br />Alternative Urban Areawide Review (AUAR) <br /> <br />The project site is within the 2005 I-35E Corridor AUAR and is subject to the AUAR <br />mitigation plan. The proposed development is consistent with development Scenario 1 for <br />residential medium density and complies with the mitigation plan in regards to wetlands, water <br />use, erosion and sedimentation, surface water runoff, wastewater and transportation. The <br />AUAR requires developers to follow all appropriate guidelines and policies related to traffic <br />noise and noise walls. A noise analysis shall be submitted by the developer in accordance to <br />MPCA regulations which takes into consideration both I-35E and CSAH 54. <br /> <br />Age-Restricted Multiple Family Dwelling <br /> <br />Outlot C shall be developed in a future phase as an age-restricted multiple family dwelling <br />consistent with the regulations of the R-4, High Density Residential District with underground <br />parking for 50% of the required stalls and at a density of 20 to 25 dwelling units per acre. <br />Future development of the outlot shall require a PUD Final Plan/Final Plat, Development <br />Contract and Site Plan Review. <br /> <br />Final Plat <br /> <br />A land use application for PUD Final Plan/Final Plat, a Development Contract detailing <br />escrows and a summary table by lot and block of lot sizes and setbacks shall be required. <br /> <br />RECOMMENDATION <br /> <br />The Planning & Zoning Board held a public hearing on December 11, 2013 and continued the <br />hearing to the February 12, 2014 meeting. The Board and staff recommend approval of the <br />Rezoning and PUD Development Stage Plan/Preliminary Plat for NorthPointe subject to the <br />conditions listed in Resolution 14-21. <br /> <br />ATTACHMENTS <br /> <br />1.
