N.W., ANDOVER, MINNESOTA 55304 -4005 <br />(763) 862 -4200 FAX (763) 862 -4201 <br />Re: Proposed Hauling Site — <br />Royal Oaks Realty — 6644 20th Avenue <br />Dear Jim, <br />We have reviewed the Royal Oaks Realty Hauling Site, located east of CSAH 54 (20`h Avenue) and <br />northeast of CSAH 34 (Birch Street) within the City of Lino Lakes, and I offer the following comments: <br />• <br />An additional 27 feet of right of way adjacent to CSAH 54 will be required for future construction <br />purposes (60 feet of right of way east of the CSAH 54 right of way centerline). It is possible that <br />when this section of CSAH 54 is reconstructed at some future date, additional permanent easements in <br />the form of trail, sidewalk, utility or temporary construction easements may be needed. <br />Typical Anoka County Policy allows one access per parcel provided that access to a local city street <br />cannot reasonably be attained. The existing access for the residential home on this property is deficient <br />for the Case I, Case IIIB and Case IIIC sight distance requirements, which is not acceptable for a <br />hauling site access point. Consequently, the existing access for the residential use of this property will <br />need to be removed and the hauling access relocated within 30 feet of the north property line to <br />maximize the available associated intersection sight distance. The City and the Developer shall ensure <br />that clearing and/or grading is completed to satisfy the Sight Corner requirements to the fullest extent <br />possible at this access point. Please note that no plantings or business signs will be permitted within <br />the county right of way. Care must be exercised when locating signs, plantings, berms, etc. beyond <br />the county right of way, so as not to create any new sight obstructions for road users in this area. The <br />right of access along the remaining portions of this parcel shall be dedicated to Anoka County. <br />The haul road access will require a culvert with 6:1 slopes, safety grates and aprons. Any other <br />existing driveways or field entrances within the boundaries of this property shall be removed and the <br />ditch section restored to match existing depth, slope, and grades. To safely accommodate the turning <br />maneuvers associated with this project, construction a NB CSAH 54 right turn lane and a SB CSAH <br />54 left turn lane (depending upon number of trucks hauling per day, SB CSAH 54 left turn lane <br />construction may potentially be reduced to a SB CSAH 54 bypass lane) shall be required. The costs <br />associated for the design and construction of the CSAH 54 turn lanes shall be the responsibility of the <br />Developer /City. <br />Affirmative Action / Equal Opportunity Employer <br />
